Using the appropriate measuring device, establish the diameter at the bottom of the groove. Compute the amount of stock remaining on the part, and remove half of that stock. The reason for removing only half is to provide another opportunity to measure. After establishing complete control over the size, go back and remove the amount of stock necessary to measure just under the high limit. Always try to leave as much material as possible while remaining within the tolerances given on the blueprint. The photo shows how blade micrometers are used to measure a groove diameter.
